It's disappointing that the game doesn't allow for those kinds of fun shenanigans without special systems. Letting revolutions end in two states when there's a stalemate actually seems like a pretty historically plausible outcome.

I unironically hope they have the Republic of Ezo in this game. So to my mind its fine for the ACW to be its own thing, but hopefully is ontop of a generalized set of mechanics that could cause something similar if you removed the things that are specifically "the ACW". Where you had a civil war where the two sides could've potentially have formed a viable government long term if luck had broken their war. There's a few civil wars where ACW like outcomes could've happened, the Taiping Rebellion, the Chinese Civil War (albeit slightly outside Victoria's timeline), the Seinan War etc.
